I may be mis-remembering things; but isn't it true that technically the US is metric? I think since something like 1976; I think the problem is related to the below that there was no (or it was repealed) inforcement legislation.

There was a federal law back in the 1970s that required a change over to
all metric but this actor got elected president in the 1980s who didn't
understand this silly metric stuff and the law was repealed. In the
current political climate I wouldn't hold out much hope for this kind of
change.
