I think the quotes are necessary, and sufficient in the example given. The page numbers are only to verify the accuracy of the quotations, not to indicate "borrowed" material.

bc wonders how paraphrasing is indicated.

p.s. Do not high schools still teach quotation form including use of, e.g. ibid and op cit?
