[Phys-l] prop. 13

Prop. 13 could be 'fixed' so easily by recognizing the very real difference between residential and commercial properties.
DisneyLand hasn't had a property tax increase since Prop. 13 was instituted.
Virtually EVERY home has been re-evaluated MANY times since then.
Commercial properties don't get bought and sold very often but should STILL get re-evaluated based on their commercial value (based on income producing business.)
