I'm going for the seal explanation. The surface tension of the
water plus the increase in air pressure from pressing down on the center

filling the container?

Is there some objection to the seal explanation?

If the inward water pressure at the cap's contact circle is less than the
downward pressure of the cap rim due to the head of water over
the cap which it is supporting
AND
the cap and base are smooth/compliant enough
to remove gaps where water can enter
THEN
the cap remains pressed down, wouldn't you say? :-)
