I suspect that the "any electrical device" is an exaggeration. I would not trust a P or E reading for a device in which the current is very non-sinusoidal. For this one needs something much more expensive. Fortunately, this can be tested, by using a calorimeter. A good student project ?

You have spiky line power or
an intermittent neutral/ground connection or
a high level of vibration in the ceiling area or
frequent bumps in the ceiling area.

Wildly guessing now.... I expect the incandescents you formerly used
also failed rather quickly?
