I found a copy of Strutt's collected papers.

Here is a pointer to volume 3. The page you need is 452 on.

Actually this is the Google books version, which was in turn uploaded to
the on line reader of Internet Archives - American Libraries.
But that PDF version is  not happy to be pointed at, so I hope
this source serves better.
