One school of 'thought' sez that a series of moderate quakes will relieve the pent up strain in a more manageable fashion.

Others retort with, a sneer, that it takes a whale of a lot of 'moderate' quakes to equal a 'bad' one.

On the other hand - economists seem to be as uncertain as Heisenberg.
