I've made 'Lab Masses' from cement filled soda canes (Coke cans, here in the south - regardless of manufacturer)

To get varying masses you could preload each can with foam 'peanuts' before adding the cement/plaster.

Do you want densities > water or less?
That might determine foam vs cement.

You WILL have foam to trim after it has oozed out the top of the can.
