If I instantiated a lever with fulcrum in a rail cog, bearing on a
vehicle hub and activated by a force at some higher point.
no modeler would see much of a problem with it, I don't suppose.

But to answer the question: a force at the rail cog provides
a torque to the Earth mass to my mind.
