| Unless the rules violate U.S. or state constitutions, the
| people who pay you (taxpayers in this case, through their
| designated agents) can set the rules for employment. Don't
| like the rules, don't take the job. Now if there is a
| constitutional issue, surely teacher's unions (or the
| equivalent) would have taken such up long ago.

At our institution, the taxpayers are only picking up 30-60% of the
price tag.
(I won't promise that my numbers are exactly correct, hence the huge
error bars. But it is calculated by taking the money the state gives
higher education in a year and dividing by the cost of the higher
education.)
