There is of course the Sony video camera fitted with IR filter, which
is prized by perverts who wish to image women unencumbered by
a particular kind of dress fabric which is reasonably transparent
to near infra-red, if the visible component is filtered out.
This would presumably do a fair job of imaging surface blood vessels too.

That is to say: an IR source is not needed - and solid state sensors are
sensitive to near IR: some more than others.
