One of the problems with most sig fig rules is
that is base ten specific. Also the relative
difference between 8 and 9 is much smaller than 1
and 2.
To avoid some of these problem SI when setting a
value and uncertainty in measured constants always
quote the uncertainties to 2 sig fig and the value
to the same precision as the uncertainty.
