To me, the crucial element in "Science" is the comparison of the p=
rediction of the behavior of the "real world" with what is actually o=
bserved.
One consequence of this view is that scientific ideas must lead to=
predictions that are "observable"
The actual observation of behavior can be by experiment, or by obs=
ervation (eg Astronomy and Paleontology).
Of course there are complications in "observing". Considerations =
of consistency and simplicity are elements that must be taken into ac=
count.
