I agree that is a solution. I've actually been kind of happy
with the results of that (although the students still have a
tendency to go straight to the hints). Still, though it solves
my problem, it doesn't solve the problem being discussed in
this thread (i.e., students having access to the solutions).

Why don't you try the method in my calculus text
where the solutions are hinted at, more or less broadly,
after the problems or, the student is told how to check
his/her solution?
