Actually it's more money in the parents pockets. Gate Keeper tells me
the strongest correlation is with the socio-economic level of the
parents. Then after parent involvement comes the schools.

Of course Soc-Econ and parent involvement is difficult to separate.

Research I've read indicates that more money generally does help the school
system perform better.

I've not heard the unions (at least around here) claim that money will fix
all problems. It will fix a lot of them, but also required is more
cooperation and help from parents and families, such as reading to their
kids 20 minutes every night and teaching them to be civil and respectful.
