Another way of defining inertial mass is given in some of the older
text books.

When two bodies are brought into proximity they accelerate
towards each other. ( It is immaterial for the purpose of determining
the inertial mass, why they do that.) Their inertial masses are in
the inverse ratio of their accelerations. If one of the bodies is
defined as unit mass this inverse ratio is the inertial mass of the
other body.
This definition has been given as a way of defining inertial mas
without bringing in the concept of force.
