Tony,
You put a strain gauge cell in between the upper two platforms and a
hydraulic jack fitted with a pressure gauge under all that and have at it.
Make a calibration chart for the strain gauge cell, which often is made up
of a piece of PVC tubing with axially mounted strain gauges (two for temp
compensation) and housed inside would be an op-amp on a PC board with
binding posts looking out the side of the tube. Now you will recognize the
rest of the part when you come across these.
