A goo. search easily finds data on % GNP spent on health and the WHO
standard. Something like 30 countries are above the US in their rating
and the majority spend less.

Capitalism seeks to control the essentials. It used to be the govt.
either owned them or regulated them, no longer.

Proportion of GNP is irrelevant. For every $100 paid
out in Medicare benefits, admin costs are about $3.
For every $100 paid out in benefits by private health
care insurers, admin costs (taken in TOTAL admin costs
in all parts of the system) are about $40. This is a
