I think local control is still dominant in Calif. GK (gate keeper) [As youall
probably remember, is an elem. teacher in a depressed district.] interrupted my sleep
a few days ago with complaints about the new requirements promulgated by "our" new
super. Among them is, on file the daily lesson plans. He wants to raise student
test scores.

But, hey! In California it's all run by a state board, and the
