Right off-hand, I would say your network administrator is a dictator.
And one who needs to be reined in. Our network administrator is
exactly the opposite, making every effort to accommodate the desires
of the individual users. Perhaps that is why I have been able to do
nearly everything on our Microsoft network with my Mac that our PC
users have been able to do, and now that I have installed the latest
Mac OS on my computer, I am told that those few features I haven't
had access to will now be available.

By the way, i didn't toss my $0.02 worth in to start another Mac/PC
squabble, but merely to point out that I suspected that the problem
probably lies somewhere else than with Phys-L's server, since our
network appears to be at least similar to yours, and yet we do not
have the problems you complain of.
