Can that be done easily? Does one have to bore a tunnel in or near
the dam far below the lake level? Can this be done at, for example,
Hoover Dam?

I don't know that I would like to stand near by when they are used, but,
yes, there are the tunnels which were used to divert water during
construction --Those tunnels are still there - although some have been used
for other purposes. However, they are not at the dam base.
