I wish that people who bandy the word "illegal" would identify the
law that they are referring to. Most such uses that I've seen are in the
same category as urban legends. Also, questions of ethics need to be
taken in the context of specific ethical schemes. Ethical standards for
lawyers, for example, appear to be quite different in Illinois and in
Georgia.

It seems to me that you see health claims like this all time. Just about
any herbal remedy will make some such implications. (often with a
disclaimer, along the lines of " the FDA hasn't verified these statements".
But the boxes certainly imply that there is benefit.
