Legally speaking it is not really a lay-off because teachers are forbidden
to collect unemployment insurance during that time period. The summer is
actually the time needed to recuperate from the abuse that teachers receive
during the school year. Teachers should receive combat pay. Actually since
many states and districts require extra training, the summer is the time
that must be used for workshops. It also is useful for working on lesson
plans and fixing equipment.

The teacher isn't earning a years salary in 9.5 months, they are earning
9.5 months salary in 9.5 months. They do have the "luxury" of
finding other
employment in those other 2.5 months (unless the employer forbids
it as our
board of regents are trying to do in the current salary negotiations, some
fine print not mentioned).

I agree with the original comment, its not vacation, its a
scheduled lay-off
period. And as in any job with scheduled lay-offs of months you
are "free"
to find alternative employment during that period.
