The current balance is ... balanced! The force between the current-carrying
wires is used to move the equilibrium position, not to "levitate" the upper
wire. An alternative would be to have one "fixed" horizontal wire, and have
the other suspended parallel to it like a pendulum. Allow the force to push
or pull it sideways.
