Herb, this is a legal matter!
Sir Isaac imposed his third law on all forces in the Newtonian scheme:
that they must appear in equal and opposite pairs. Neither he nor any
subsequent pope has extended a dispensation from this law to frictional
forces - why should they be exempt?
