It doesn't seem so to me, unless you plan on using those components
to define a coordinate system.

When you use the word "components" that pretty much implies that you
are referring to a coordinate system as I think about it. But you
don't have to think of them a "components" in that sense, but just
the old vectors of which the one under consideration is the
resultant. If those old vectors are mutually perpendicular, though,
they will look suspiciously like components.

Is there an ulterior motive for your question?
