If you watch Junkyard Wars on the cable channel TLC, you have also seen
this on the "Mega Junkyard Wars" competition between a US team, a UK
team, and a team from Russia. The Russian team attempted to build such
a device to help their amphibious vehicle climb over rocky terrain.
They eventually abandoned this plan, but they may have been inspired by
the device you mention. Does anyone know if they are common in Russia?

During the furore about "IT/ginger" (now Segway transporter) they had some
photos about Dean Kaman's other invention: a stair-climbing wheelchair.
It used a similar geometry, where the small wheels were used for normal
travel, and the big triangle was used to place a small wheel on each
succeeding stair step.
