Use a=9.8 m/s^2 in kinematics and later (in the chapter on
gravitation) ask "why is a=9.8?" Answer this question after
introducing the new physical concept, g (by showing that
its local value is 9.8 N/kg). In other words, in kinematics
say "it is what it is"; but in gravitation say "a=9.8 is imposed
by the mass of our planet and to its radius" Right?

In my own mind, if not in my lectures .... This way of thinking is so far
off the textbook approach that I hesitate to bring it up.

That's not good. Perhaps it's time to get a better textbook?
