Because we do not know what the rest mass of the neutrino is to any degree of
certainty. Although most current experiments show that neutrinos do have a rest
mass I have seen one group claim it is a couple of eV, and another group claim it
is a fraction of an eV. Finally some astro-physicists insist it must be around
10-20 eV. Sounds like a dispute to me.

Also, of course, just a couple years ago most people thought that neutrinos were
massless, maybe they want a historical discussion of this now settled (?) dispute.
