In the Newtonian scheme, inertial mass is a measure of a body's kinematical
response to a given force, ie. the force required per unit acceleration. So
inertial mass would also be without meaning in a single particle universe.

I would point out that "inertial mass" would still be there as it is "self
aware" -- it doesn't need the interaction with any other object to be
meaningful. . . .
