Qi = SUM Cij Vj is invertible because it is NOT gauge invariant - a
reference ground defining V=0 is specified - the gauge is specified. Change
the gauge and you change the Cij. The Cij depend on the geometry and the
chosen reference point (this latter choice may be considered as part of the
specification of the "geometry").

The Vj's are independent variables and are NOT subject to the constraint of
conservation of charge.
In practice one can invert the Cij of a particular geometry and then play
with further special cases, such as the usual two conductor capacitor with
zero net charge.
