That was one of the failures of the early, Bohr, quantum theory. Selection rule violation
results in long life times. (Selection rules are not exact in multielectron atms.) Long
life times are essential for pop. inversions (lasers and masers) and the nuclear
equivalent in Mössbauer effect (not inversion, just long life.)
