Air descends around a region of high pressure and rises around a region of low pressure.  This means that at an altitude of a few miles there is more air above a low pressure center than above a high.  As a result, a low pressure center develops at altitude above a high and a high pressure center above a low.  Since there is little resistance to the motion of the air at altitude, the winds traveling from that high to the low move very fast. The feedback from the high and low pressure centers at altitude and on the earth's surface gradually change the highs to lows and vice versa.  Also the atmosphere is generally  higher above the equator than above the poles  (from the heating of the air at the equator and the spin of the earth).  This also contributes to the faster speed of the winds moving north.
