The Virial Theorem ties both effects to each other where the
gravitational effect is stuck being twice the kinetic effect for a
fixed-radius orbit.

No. The statement is correct. The only correction was supposed to be
for the orbital radius that gave equal time dilation for an earth-based
observer and for the orbiting satellite.
