The GR effect, unlike the SR effect, is not reciprocal. Clocks in
deeper gravitational wells run more slowly relative to clocks in
shallower wells, absolutely. Thus in SR, with a reciprocal effect,
moving clocks always run slow relative to the observer's clock.
Observers at each clock will disagree on which is running faster.
When gravitation is taken into account and two clocks are compared,
observers at both clocks will agree on which clock is running
faster. In the case of a geosynchronous satellite the gravitational
time dilation of the Earthbound clock is evident to the Earthbound
observer, and it is, by far, the dominant effect.
