Re(2): Is the FCI valid?

The Iowa test is often given in the 4th, 8th, & 11th grades -- but the
question is what does the test measure? Would a teacher or school average
be an accurate measure of the performance of the school and or
teachers??? I think that this may be why the NEA is said hate this test.
