For a very large number of randomly selected resistors (not
a case here) this would be justifiable. Individual fluctuations
would cancel out and the precision of parameters would
improve.

If you take a large sample of 20% resistors, most of them will be more than
10% high or low.

The 10% and 5% units are made in the same batch, but are selected out
before labelling.
