I believe John will wish to reconsider this note.
It is true that leap seconds have been called several times in the
last decade, as far as I recall. The Earth's diurnal period is somewhat
erratic (longer and shorter) compared with the atomic clock standards
available now. The diurnal variability is very much less than seconds
per week which would of course be detected by a wristwatch.
