Paul may wish to take a look at the following NZ URL which sells
models 7410, 7411, 7420,7421 Fortin barometers of the National Weather
Service type (first two) or school type (last two). They may possibly have
helpful advice, or if all patience has failed, will sell him another
of guaranteed calibration.

Another U.S URL offering barometer refills, notes that
the Fortin type can be particularly fussy.

But I found one post on this topic particularly illuminating:
that barometers can acquire significant loads of volatiles
which reduce their effective density - this impliies that
a "low reading" barometer MAY be the correct one!
