Hello,

Actually, it is not very difficult to think about it that way:
the name of the year is the number of the current year that isn't
gone yet, just like the day of the month is the current day and
the name of the weekday is the day that hadn't passed yet, and
just like the number of the century is the current century.
("8th of Januar. A new week begins." and not
"7th is gone, a new week begins." /I hope I am not wrong,
BTW ist that the same in all languages?/)
However, when telling the time of the day or someone's age,
people talk about the units that have passed.
("I am 10 years old" and not "I am in my 11th year". /again,
I am not sure I know English good enough./)
So we use sometimes ceil(t) and sometimes floor(t).

But maybe this belongs to a mathematics discussion.
