Ludwik,

The WebCT software can be downloaded and set up for free (it
runs on almost all versions of unix including Linux and on WindowsNT).
However, a license is required when you add students (users) to a
"course". I don't know how many Phys-L people would want accounts, so
it is hard to estimate what the license cost would be. As an example a
50 user license for 6 months is $140. The cost per user goes down as
the number of users goes up, and as the length of the license term is
extended.

Modern distance learning (DL) is usually either computer-based or
TV-based.
Let me share what I learned so far about the Internet-based DL
systems.
