They needn't be. Touching adjacent turns will be much higher
resistance than the path through solid metal. Another case you
might be interested in is what used to be used as insulation
in winding Nb3Sn superconducting solenoids. The superconductor
(which was finely divided) was sheathed in copper. After
fabrication the finely divide superconductor was sintered by
heat treatment. The material was too brittle to wind wire
directly.
