O.K. I'll bite, Leigh. Even though I certainly see no *mechanism* for
such a deflection, it isn't obvious to me why a deflection *couldn't* take
place since there does seem to be a preferred direction given by

k x E_background or (E_wave x B_wave) x E_background.

BTW, the mechanism proposed by Dan is both comprehensible and illustrative
of the need for a *gradient* in E_background as you alluded to earlier.
