Do you mean that the molecules of air flow slower than the air itself?
How is this possible?

I just meant that the microscopic thermal motion of a single air molecule
doesn't at all resemble "wind". If we look at individual molecules, their
large velocities might lead us to predict that the earth experiences
constant hyper-hurricane winds. (And if we look at the behavior of
individual electrons in wires, we might wrongly leap to the conclusion
that electric current moves at a large fraction of c.)
