I think the main reason for burial rather than recycling is COST. The
government long ago decided against recycling on this basis even though at
least one recycling plant was well on its way to completion (sounds like
the Super Collider). Since then the constantly shifting sands of
government regulation in the nuclear arena has guaranteed that no private
enterprise wants to get into the recycling business.

At least this is what I draw from many threads on the Sci.Energy newsgroup.

My guess is that they are concerned that someone will swipe the stuff
for
weapons if they try distributing it for fuel, but it would seem that
some
safeguards could be designed to prevent the use in weapons.
