Flourescent colors do indeed reflect more than white light. The dye
converts some of the ultraviolet which is incident on the dye into
visible light.

In fact, this is what fluorescent implies - light emission, the
absorption of higher energy photons providing the energy in this case.
Not that consumer products are always named in accordance with our
technical definitions mind you.
