My specific question is - what will we see if we could build a telescope
that could see 15 billion light years away?

It's been done, and what is seen is an almost uniform glow in the sky
representing the universe in a much more homogeneous state than it is
in now, and at a temperature of about 3,000 K.

a typo : it should be 3 K not 3000 K. Life would be seriously compromised
if it were 3000 K. ;^)
