You might try the Quantum unit of the unpublished text Six Ideas that
Shaped Physics, by Tom Moore. Contact him at tmoore@pomona.edu.
As of a couple years ago, this unit contained a fairly honest
introduction to wavefunctions and the time-independent Schrodinger
equation, without getting into complex numbers or the time-independent
Schrodinger equation. I'm not sure what revisions Moore has made
lately, but he's a very good teacher and good writer; his relativity
book was recently reviewed by AJP.
