The vid. clips are examples of why I very much dislike tube. Slow and nearly always the cc’s are very poor, not written by the authors.
Please when ever not too inconvenient write the point or park a video w/ adequate cc’s on a web page. That’s the reason I had a friend create my site, --for parking.

Regarding the reason, I understood from the maligned text, that most of the light (photons) interact w/ the Drude oscillators to be delayed on emission. (Notice that I’ve mixed classical w/ “modern” physics.) That’s why some light is super-luminal.
