It's not some "snooty attitude"...by "some chef"... and it's not a regional thing... and it's not a "food fashion". You will find chefs throughout the country agreeing on this.
Plus... have you ever peeled off the foil and have it lying crumbled on your plate? Sometimes the foil doesn't come off in one piece and you have little bits and pieces of foil mixed in with the green beans or start cutting into your steak and find bits of foil on your fork. disgusting.
